Tuki, APCC condemn racist remarks
ITANAGAR, Apr 1: Arunachal Pradesh Chief Minister Nabam Tuki has out rightly denounced and condemned the objectionable remarks made by Union Minister Giriraj Singh on Congress President Sonia Gandhi at Hajipur, Bihar on Tuesday.
Singh said that if former Prime Minister Rajiv Gandhi had married a "Nigerian woman... would the Congress have accepted her as its president?"
While terming the remarks as blatant and racist Tuki said that “Such remarks are not only an insult to the pluralistic ethos of the country but also go a long way in reflecting the gender and racial prejudices of a Union Minister who has taken an oath of allegiance to the Constitution. The people of the country owe an immediate apology from the Minister for violating his constitutional propriety”.
The Chief Minister lamented that invoking a past Prime Minister’s marital life just to earn political points has taken the level of political discourse in the country to a new low. Meanwhile, APCC President Padi Richo has vehemently condemned the racist comment made by Union Minister Giriraj Singh on Congress President Sonia Gandhi.
In a statement, Richo questioned the BJP leadership of encouraging such habitual offenders who have several records in the past of delivering loose and unethical comments.
While demanding public apology from the Minister, the APCC President called upon the Prime Minister and BJP Party President Amit Shah to take strict action against him.
“Such political leaders do not enjoy the liberty to stay as Union Minister who for merely getting political mileage can go as low by delivering gender and racial attack against the President of the country’s oldest National Party”, Richo assertively said.
Rain fails to dampen Itanagar book fair
ITANAGAR, Apr 1: Heavy downpour in the early hours kept away most of the book lovers from visiting the Itanagar book fair in IG Park here today. However, business picked up as usual in the half time as the rains receded and the added bonanza of a pleasant weather kept the spirits buoyant. In overall, the stall keepers said they did a satisfactory business in spite of the cloudy weather.
With the recently concluded board exams, a positive development was the increase in the number of students thronging the fair. Apart from books, visitors also can buy knick knacks from different stalls.

State govt is the real extortionist: union
ITANAGAR, Apr 1: The All Papum Pare District Students Union (APPDSU) while charging state government as the real extortionist has also urged upon the various organizations of the state to introspect over their way of functioning.
Union has taken positive view of the statement of Home Minister Tanga Byaling wherein he termed unions as extortionists. In a press release issued, APPDSU stated that home minister’s statement is an eye opener for those associations, unions, organization, NGOs etc who are indulging in such illegal activities.
They appealed all such organizations to refrain from continuing such act.
However, APPDSU alleged that whenever any unions, associations or organizations raise any important issues, it is state government who lures them to compromise through various means.
“Home Minister has forgotten the role of state government in dealing with groups. Fact is that govt. calls the leaders of union, organization, association etc to make negotiations about the issues or demand placed by them. Sometimes they try to suppress the issues or demands through some high profile businessman, high ranking officers and through relationship or based on communal ground as well,” the APPDSU claimed. Further union added, “Sometimes they black mail the union leaders warning about consequences of raising issue and sometimes they black mail by citing about future scope.”
“When govt. appeals the organization to compromises about issue, they give it legal term of negotiations. And if union or organizations are called for through discussion of the issue they raised, the state govt. or officer gives illegal term of extortion. When politicians or officers take bribe in open broad day light they give a legal term as official expenditure. But when common public or an organization seeks contribution from anybody else they term it as extortion. They can do whatever they wish and term it legal but when common public do, they declare it as illegal. Is it justified to term unions as an extortionist? We say state govt. is the extortionist," APPDSU added.

ABK WW demands early arrest of alleged rapist

Arunachal State Hospital in deplorable condition

ITANAGAR, Apr 1: The pathetic condition of Arunachal State Hospital, Naharlagun, is making life miserable for everyone including patients, hospital staff and visitors. Poor sanitation, leaking wall and constant theft in the hospital wards are few of the problems haunting the premier hospital of the state.
The wall of female ward which is located in the newly constructed building is cracking already and due to it, rain water is pouring inside the ward.
“Female ward is flooded by rain water due to leakage in the wall and the ceiling. During winter season, wind seeps through and makes life tough for everyone. This is the condition of the new building which was constructed very recently,” shared one patient.
The hospital premise is flooded in rainy days due to lack of drainage system, thus becoming the hub of spreading various diseases not only among the patients but employees of the hospital.
That apart, there has been increase in the number of thefts inside the wards.
“Almost every week there is burglary in the wards. It is an open ward and there are no guards. About a month back, a man lost Rs 1 lakh and a cell phone. Later, he found his empty bag in the ward’s toilet,” shared a staff of the hospital.
On the other hand, even though the numbers of patients are increasing, the hospital has failed to increase their manpower.
“We need more staff in sanitation department. As summer is approaching, if hospital is not kept clean, the patient as well as hospital itself will be at risk.”
All departments seem hard-
“The ratio of the nurses and patients in a general ward is roughly 1 nurse per 6 patients. But in our hospital, it is 1 nurse for 20 patients or sometimes 1 for 10 patients. Nurses get stressed due to workload and no wonder people say govt. nurses are rude,” said a staff of hospital.
The poor state of affairs of the premier hospital of Arunachal where patients come from every nook and corner of state does not augur well. Health department has lot to answer for.

‘Take steps to avoid awkward incident’
ITANAGAR, Apr 1: Referring to the recent incident of arrest of two BSNL officials in Seppa, the Joint Action Committee of Unions and Associations of BSNL Executives and Non Executives requested the appropriate authority to take up necessary follow up action so that such type of embarrassing incidents can be avoided.
The Joint Action Committee (JAC), in a press statement claimed that the incident (of arrest of two officials) was a clear case of misuse of power by the CJM, Seppa and violation of human rights.
His filing of a suomoto case against the BSNL officers indicates personal vengeance, discrimination and victimization, the statement said.
“A dispute regarding outstanding dues on a telephone connection between a consumer and a telecom service provider, which was to be settled at the District Consumer Forum, was instead converted into a cheating case against the two innocent officers of BSNL only to harass them as BSNL had refused to provide the broadband connection unless the outstanding dues were cleared,” it said.
This kind of unfortunate incident will not only lower the morale of the BSNL staff but also discourage other employees to serve in the state since most of the BSNL employees serving in Arunachal Pradesh are from different parts of the country, the statement added.
Meanwhile, the Joint Action Committee has expressed gratitude to the administration and local groups of Seppa for their support in getting the two employees released on bail.

ITANAGAR, Apr 1: The State Government’s persistent efforts to facilitate technical education to the students of the state at their door step yielded result as Union Ministry of Human Resources Development (MHRD) has approved for establishing a Government Engineering College at Toru under Papum Pare district.
Besides, the MHRD has sanctioned for upgrading Dera Natung Government College here and Jawaharlal Nehru College, Pasighat to Model Degree Colleges under Rashtriya Uchchatar Shiksha Abhiyan (RUSA) for which first instalment grants have already been earmarked, informed Education Minister Tapang Taloh.
Establishing a Government Engineering College in the state had been a long felt demand of people and I am glad that our efforts bore fruits,” a visibly happy Taloh said in a press release. He hoped the upcoming institute will cater the technical educational needs of the students of all categories.
“Thousands of students from the state go out of the state every year for pursuing higher and technical education which involves huge expenditure”, the Education Minister said. He hoped the new Govt. Engineering College would not only facilitate the students to get engineering degrees with meager financial involvement but also reduce economic burdens of poor parents, Taloh added.
The foundation stone for the college will be laid by Chief Minister Nabam Tuki at Toru on April 15, the release added.
MLA visits RCC road construction

During his visit he asked the engineers of Pasighat Public Work Division (PWD), the implementing agency, to strictly monitor the works for quality construction.

Graduating from the Govt. College, Itanagar, he started his career as U.D.C in the State Civil Secretariat and joined as a Research Assistant in the Planning Department in 1983. He was promoted and appointed as the first Director (State Plan) on Sept 3, 2007 and retired from government service on superannuation on Sept 30, 2014. Thereafter, he served the Department as Adviser till March, 2015.
During his illustrious career in Govt. service, Tungkhang set an example of punctuality, sincerity, hard work and dedication to service which was also acknowledged by the Planning fraternity in the function.
The State Government had awarded him with gold medal in recognition of his contributions in 2009.

Morality war
The statement of home minister Tanga Byaling terming unions and associations as extortionists has deeply divided the people of state. The statement has generated lot of buzz. Throughout the day there was heavy discussion in social networking sites as well in public about the veracity of statement. While some believes that he has spoken a truth which no one ever dared to do so, others found fault saying that Byaling is a dictator and therefore do not like to be questioned by the pressure groups.
Whatever may be the truth but statement has opened up a Pandora box. The bitter feud between pressure groups and home minister is opening up many dirty secret which public never knew. Home Minister yesterday alleged that pressure groups raises some issues and then expect either the Chief Minister or concern minister to invite them for the talk. He indirectly alleged them of seeking favour. While hitting back, the pressure groups alleged that whenever they raise any important issues, it is the state government who lures them to compromise through various means. Going by the statement of two warring sides, there is no doubt that both the parties are at fault and they have no morale right to question each other. Infact they should do soul searching and take corrective measures. Unless they correct themselves, public will not trust either pressure or the government authorities. It will be interesting to see how far this morality war between home minister and pressure groups drags on.

Bandhs and its many reasons
Dear Editor,
Any subject or issue as a whole has many aspects. I partly agree with the statement
of Mr. Nabam Rebia, speaker of AP legislative assembly, that Bandh culture in AP
is not good for common people and outside investors. But, the truth is that bandh
callers do not foolishly call bandhs. They first request their elected leaders to
address genuine problems created by politicians and bureaucrats which cause majority
of the common people of AP to suffer. When the politicians and bureaucrats fail to
provide solutions to such serious problems, bandhs are called by them instead of
suffering daily. Thank God, that aggrieved citizens of AP have not started using
guns and bombs like some other states of India and other countries. If a study is
made to analyze the bandhs in AP, it can be observed that most of them are for genuine
problems faced by people of AP. In AP, ruling party, opposition party and bureaucrats
have created most of the problems. People are suffering from lack of proper roads,
electricity, hospitals, schools, colleges, transportation, telecommunication etc.
There is corruption in every ministry and department. People of AP are in pain and
misery because of such high level of open corruption. People are in pain because

Between rhetoric and action
Dear Editor,
There is abundant money in Delhi and that there is no shortage to fund! Yes! This
is the most loved and the most often repeated quote of any Indian leader visiting
Arunachal Pradesh. Prime Minister, Union Minister of the past as well as present
don’t forget to repeat it every now and then with pompousness. But what is really
happening when it comes to real actions besides the rhetoric is a real mystery. The
Union Government is about to roll out 7th CPC to its employees in a year or so whereas
the state government employees are yet to see full implementation of the 6th CPC.
The state is supposed to be the model employer and not to exploit weaknesses of its
employees as envisaged in the law of the land. But, here employees in the key departments
like Health, Education, Rural Development, General Administration, etc employed on
contractual & casual basis for years and decades and even kept unpaid for months
together. Government contractors & suppliers are reportedly not paid their due bills
for years on. Businesses and investment are nose-
It is obvious that, progress of the nation will never be achieved with rhetoric alone without concrete actions.
If there is abundance of fund in Indian Delhi then why Indian Arunachal Pradesh is being silently watched to sink towards financial and economic nadir? Besides, the thundering speeches, 13 Lakh citizens here deserve real economic uplift and progress. And that will be a part of noble service to this motherland.

Check unfair means
Dear Editor,
Through the esteem columns of your reputed daily, I want to put down my concern regarding the ever growing unfair means adopted in the CBSE and entrance exams held in our state. During the recent CBSE exams, it has been seen that many students brought notes and books inside exam halls and copy from it without any hesitation. The worst part is that some teachers supply notes to their students. We are highly discouraged by such practice. Such things happen in almost all the centres in Itanagar, especially in private institutions.
We request the Education Department to issue strict directions to all the schools to avoid such practices and monitor by deploying more superintendents. The teachers from the same should not be engaged for duty. There is apprehension that rampant unfair means shall be adopted in the state Entrance exams also by some students and teachers to gain publicity for their institutions.
The Education Department should take note of it and take necessary measures to check such practices immediately or else the deserving students shall be deprived of their talent and their hard works.

It is pertinent to note that Dumporijo is one of the oldest town of Upper Subansiri district with more than 2000 populations.
